A 'longarm' is often associated with libraries and these date back to the Regency period to lift books from higher shelves.   However the library longarms tend to be more pointed in the pincer, as they say.....    These however are wider and tipped with green baize to protect the hats as they were picked from the shelf to show to the discerning customer.  The wider pincers meant this could take hold of the hat around the brim.
